(Freeware) VB-like Environment for WinXP Pro?

I've done programming in various environments over the years (some
PHP, some Perl, minimal Python, some C, BASIC, assembler), but I've
never done much with Windows GUI development.

Now, I have an idea for an application I'd like to try out. What I
need is a language that will allow me to quickly prototype my app and
its GUI to see if I want to take the idea further.

I can't really spend the cash on Visual Basic right now, and buying
VB.NET doesn't thrill me much anyway.

>From threads I've tracked here, it sounds like I could try VBA (since
I have Office). I could also try wxPython and the Boa Constructor.

Actually, what I'd really like find first is a graphic program (or GUI
painter?) that would allow me to simply draw out my GUI thoughts.

Obviously, the ability to leverage a drawing and/or first GUI attempts
into something I can build on for a full blown app would be great.
However, ease of getting started is more important (that is, I'm
willing to throw away some of the time I spend getting excited about
my project if I need to start with a more powerful commercial
environment later on).

Any thoughts on which environments I should consider will be greatly
appreciated.
