Project - Help needed

Please help. For my final year project, I need program preferebly in
Visual Basic that
1) selects an mp3 file (and/or any audio file) and
2) sends it to a output port (USB).
 If the USB is not possible then serial port should be an alternative.

My project is a hardware project and I plan to broadcast this data via
FM. Hence I need the software so the hardware can pick it up.
