Speaking of the programming job market...

Fortune magazine (March 21, 2005, p131), drawing on stats from the Bureau
of Labor Statistics, lists software engineering as one the expected
fastest growing professional jobs. But "Basic programming is cheap around
the globe, so here in the U.S. it's over-- the BLS expects 1.3% shrinkage
in those jobs by 2012."
What do they mean by "basic programming" versus software engineering?
I've seen a lot of job ads for analysts-- business analysts, systems
analysts, whatever they call them the jobs are often related to software.
But I was never sure quite what a systems analyst does.
