I suggest building a name for yourself by:
1) writing programming / web design articles and getting them published by
programming magazines
2) if that fails, post those articles on your own website
3) contributing to a significant open source project
4) stepping in on the newsgroups to help others solve programming problems
For networking, which works a lot better than sending out resumes:
1) join your local programming club
2) attend C or C++ standard committee meetings
It certainly won't hurt to learn C++ or D.
