They certainly do not port well or fully take advantage of Windows and probably never will. So, when you say portable, you really mean, something that runs something like Unix, ergot, one platform.
I do not think you can really call every UNIX out there "one platform." Rather, I think you could say that every UNIX out there, to a very high degree, has a very similar interface, that is, the UNIX command line interface. With a similar interface such as that, it allows each platform to have portable code work for it, and take advantage of its "native" interface. I see this as a large win/win. Unfortunately, many people do not find that particular interface very appealing. :-)
