Technology transfer.

I have recently been awarded a position as the authorised Terrestrial
representative for the Computer Science Division of the Technology
Transfer Branch of the Galactic Collective of Federated Beings.
Pursuant to the Division's mandate, it is soliciting comments from
contemporary Terrestrial computer professionals concerning the role of
Technology Transfer Branch in future human affairs during the interval
preceeding Homo Sapiens' potential acceptance by the Galactic
Collective.

Earlier research by the Cultural Assessment Branch of the Galactic
Collective of Federated Beings has discovered that a non-trivial
percentage of survey respondents expressed an unconscious bias towards
relating to the Galactic Collective in terms of the Terrestrial
television serial program known as 'Star Trek'. In particular it is
too often assumed that the so-called Prime Directive of Star Trek is
representative of Galactic Collective Policies. Nothing could be
further from the truth. When intervention is indicated by the changing
developmental characteristics of a client species, the Galactic
Collective of Federated Beings will act.

The Technology Transfer Branch of the Galactic Collective of Federated
Beings was formed to address the scientific and engineering needs of
all client species in the Galaxy. The Technology Transfer Branch will
implement and execute programs that will be beneficial to the Galactic
Collective and the client species under circumstances where the
Technology Transfer Directorate have identified and studied problem
areas that will benefit from the expertise of the Galactic Collective.
Where necessary, the Technology Transfer Branch will co-ordinate its
activities with other Branches and Divisions of the Galactic
Collective.

It is the policy of the Technology Transfer Branch to inform a client
species before undertaking an intervention program. This message
should be taken as formal notice of intent that The Technolgy Transfer
Directorate is poised to execute a level one technology transfer
intervention program. This preliminary phase of the program is
designed to solicit comments from knowledgeable individials in the
computer science and technology field before direct commencement of
technology transfer operations. In this intervention program, the
proposed technology transfer will be structured to existing Terrestrial
computer language norms; the target demographic is moderately skilled
IT professionals and experts.

All Galactic Collective technology transfer programs are optional;
participation is entirely voluntary for all affected individuals of a
client species.

In terms of feedback, the Technology Transfer Branch is interested in
reading all of your comments at any level of interest or participation
that you wish to volunteer. At the end of the comment solicitation
phase, and barring any unforseen developments, you will be informed at
the official commencement of intervention activities.
