Cause if you are willing to pay a little bit, you can just get a
personal site.
Then you can use svn, cvs, codestriker or any other utility you wish.

(No relationship to them other than being a satisfied customer)

I'm not sure you are going to have too much luck finding someone to
manage the backend of your online repository. Although, wiki comes to
mind - it leaves much to the version control, but...
