Cause if you are willing to pay a little bit, you can just get a
personal site.
Then you can use svn, cvs, codestriker or any other utility you wish.

I'm not sure you are going to have too much luck finding someone to.
manage the backend of your online repository. Although, wiki comes to
mind - it leaves much to the version control, but...
