Any programming language, just about, can do a Windows GUI. What you
probably want to focus your efforts on is one that can easily do all
the kinds of math that you're shooting for. That is, assuming your
program is going to be capable of actually doing the math, rather than
just presenting some pre-made, fixed examples to the user. (That's
something you'll have to determine.)
