And change its permissions to "executable" with chmod +w, or with some
remote tool.

I was not winking about leading the OP astray. +w is a stupid typo I make
all the time.
The winki referred to the absurdly huge number of ways one can screw up CGI
and get the wrong output, during the setup phase of a web site.
This thread has listed several, inadvertantly including my typo.
