Well, technically, such software is implemented.
It just doesn't work.

Ha! Back in 1984 I wrote a Lotto predictor program that
actually worked! Ok, I only hit twice on match 4's for
about $1000 (my system produced 15 winning tickets on
a match 4).
But it would have turned profitable had the Lottery not
changed the Lotto machines. Instead of only one or two
slow revolutions of the drum, it was speeded up and
more revolutions done before drawing the balls. And
paddles were added to stir the drum contents.
Obviously, they realized that the original system wasn't
random enough and vulnerable to attacks such as mine (the
ticket sales pattern of my system probably gave it away).
Of course, I continued playing and losing and finally had
to abandon it.
So don't talk to me about Lotto. I can show you how to
lose money so fast it will make your head spin!
Next you will claim software that can
compress any file down to a few bytes doesn't really work either. ;-)
