No, you don't. It was available on the "AV" Macintoshes ("AV" meaning
"audiovisual", basically equating to Motorola 680x0 machines with a
DSP chip in them) with Mac OS 8, back in about 1995 or 1996.
Actually, it may have been Mac OS 7.x even.

Ok, so you need Mac OS for it, then. Glad to expand my knowledge a bit,
and now I'm curious if Plaintalk would work on other machines... Like my
Power Mac G3.
