You didn't read far enough in my original answer.
I did read the rest. Your example was limited to enumerations, mapped
to strings of course, but that is not really helpful. If the OP had
all the strings (in both sets) mapped to a small range of integers
none of us would be suggesting sorting and/or hashing. In other
words, you are saying that is you've pretty much solved the problem,
then Pascal is good for the last bit.
Also, the Pascal standard hasn't changed, and the standard for
Extended Pascal is purely an extension of ISO7185. But I haven't
used either seriously for some years.
I guess if it had sets of (unconstrained) strings, someone would have
chimed in by now...
