My primary programming language is Fortran, and to program in Fortran
(and other languages) I think one should be able to understand basic
algebra, which may be taught in grade 7 (13-year-olds) in the U.S.
It really depends. Just because you haven't been TAUGHT basic algebra
doesn't mean you can't grasp it while coding. I started coding when I
was about seven years old, which is before anything remotely involving
variables or functions.
