No, he said no such thing. MATLAB (the program you buy) is just the
interpreter for the MATLAB programming language. The decisions are
those coded by the MATLAB programmer. That happens to be implemented
by the MATLAB program/interpreter, but that fact is not actually
relevant in any way.
