It's not that I'm out of tune with the lecture. I understand the
material. I know all the rules and theorems and stuff, but the guy
just pulls out the weirdest hardest crap he can think of for the
exams. I've been doing pretty decently on the quizzes, mainly because
my TA doesn't do that. Right now it's pretty much just a matter of
dropping the course or failing the course as I've already failed two
midterms.

When you run out of fingers, what are you going to do?
There's no alternative to knowing how to do maths, if you are serious about computer science. Fortunately it is all tautologies. Once you understand it, you understand.
You can't learn maths from lectures. You have to do problems, and lots of them. Go immediately to your personal tutor / pastoral advisor / academic supervisor - there is always some such person - and say you are having problems with this course and need to understand the material. Don't let up until some solution is found.
