There is no such thing. SMTP does not specify a message format.

It sounds like you are creating a MIME message and specifying the
quoted-printable transfer encoding, without taking the time to
understand all the relevant specifications.

Horrors. Both news and email should be sent in pure text. I.e. no
html, and no mime.
