circuit logic

This is a question about "Digital Logic", subheading "Sequential Circuits",
level "Introductory". Here is the question:

Apparently you can tell how a circuit will behave without knowing the lengths of
the various gate delays. How does this work? For example, how does a simulation
program (LogicWorks, Multimedia Logic, etc) determine how a circuit simulation
should behave?

If anyone knows of a better forum for a question like this one, I would be glad
to hear about it.
