The top would probably be agreed to be U of T (University
of Toronto). After that, the next two would be UBC and
University of Waterloo, in some order. After that, however, I
can think of about 15 universities that any given person might
list among the next 5.

However, it all depends on what area you are interested in.
For instance, my department is arguably the best department in
North America for formal languages and computability theory.
This is comp.theory, so I assume you might have some interest in
that. For algorithms and complexity, probably the three I
mentioned would be at the top, but there are excellent people in
that field in just about every department.
