JDBC to Oracle 817 - The network adapter could not establish the connection

ok, i have a strange one... I was running 815 on NT. I upgraded this
to 817 and had a load of new problems. Originally, I could connect to
the instance from the server itself, but as other clients would
attempt connections, they would get the ORA 12545 error. If i stopped
and restarted the listeners on the server, a remote client could
connect, but others would fail. If i disconnected the successfully
connected client, then attempted to reconnect, it would fail. Recycle
the listener, and I could repeat this process from a different client.
 In my case, clients are EAServer connection caches, PowerBuilder,
DBArtisan, or SQLPlus. I searched google, found some settings that
seemed to help...such as maximum wait, tns wait, dedicated server.
After changing these settings, i was able to server any clients using
the OCI interface, but now my JDBC connections fail with the "Network
adapter could not establish the connection" error. Same deal, if i
recycle the listener, the first JDBC attempt will work, no others
can...and a disconnect/reconnect will fail too. Its hard to think
this is a TNS/SQLNet/Listener problem since I can connect successfully
once, then not again. I ran the database migration assistant to get
this instance from 815 to 817 and all these problems surfaced. All
was fine before. I installed the 817 image from the oracle
site..which i think is release 3. I'm not using NTS authentication.
