Just because it is an IDE it doesn't necessarily have to be a RAD tool.
I love XEmacs in the Linux world myself and I just use it as a text
editor. It is colour highlighting for almost any modern and not so modern
language.
Granted it has everything including the kitchen sink. It takes years to
learn, but you can be productive in a hour learning as you go.
