If you are using tomcat you can implement your own
org.apache.catalina.Manager and track sessions starting and stopping.
You can refuse to create a session based on your criteria. Store the
session counter on a database if you want scalability, or you could
store it in an application parameter. There might be a simpler way
using listeners but I haven't had to use them yet.
