AWT Peered Native Components and Default Input Language on Windows 2000

Working on BIDI enablement of Java AWT based system I encountered
problem having the native
peered components (e.g. Check Box) laid out and aligned properly. Even
since I defined the Default
System Locale = Hebrew and applied RTL Component Orientation
(Container#applyComponentOrientation()) to the dialogs.
Soon I found out that when Default Input Language is Hebrew too, they
are arranged nicely.
However this may be quite annoying. Some of the users would probably
hate this (I personally would).
Does anybody know how can this Default Input Language dependance be
avoided?
Please share with me.
