ListSelectionEvent fired from an empty JTable

I have a JTable that initially has no rows ie getRowCount() == 0
But I can still manage to fire ListSelectionEvents by keying tabs.
Is this a bug or have I missed something?
I have, until now, assumed this was impossible.
