Corrupted or distorted rendering of gif and jpg

I'm using a gif on a Dialog but the image is distorted a bit. The gif
was done by a designer so I don't know what program created it.
Importing into MS Paint and exporting as a PNG doesn't help.

Because both formats are similarly mangled on screen (but show up fine
when I view them with my browser) I suspect either a shared library not
decoding them properly, or some pallet issue.

Any ideas?
