Select the third choice from the dropdown list
(the suorce code shown in the web page).

That should produce a frame on screen with a scrollable
area. Does that lock for you?

If so, it sounds as if yiu have a seriously broken
Java installation (it scrolls as expected, for me).

If not, then I suggest the problem is in your code,
which is ..where?
