Mouse Informatuion

In Java is it possible to get mouse informations like tics/sec for the
pointing device, and if possible change it. Also when a mouseMotion /
mouseDragged event gets fired? i.e minimum threshold for those events
in terms of screen resolution/mouse resolution? can it be changed? If
how?
