JSP JasperException Unable to open taglibrary ... tags.jar : in is null

Hey all,

I'm trying to get JSP taglibs to work with IPlanet 6.0 and I'm getting
this error.

Unable to open taglibrary /home/me/public_html/WEB-INF/classes/tags.jar
: in is null

Has anyone seen this error? I can't find anything on it with Google.
IPlanet is a bit odd and doesn't use the same structure as Tomcat, so I
followed the instructions at

to set it up.
I don't know what Jasper doesn't like. The DTD? The jar? I dunno. The
error message leaves a bit to be desired.
Any clues?
