Manually Change JRE locale setting

Hi all.
I am using JRE on Windows 2000 machine(english), issit possible to
manually change the locale to Japanese. Everything is working fine
except the JRE cannot display the japanese font under English locale
setting.
If I change it to Japanese(from control panel->regional setting) then
japanese font display is fine. I wonder if it is possible to "cheat"
the JRE so that it thinks i am working under the Japanese locale
environment? Any config file registry that i need to modify?
