How and when those are created is an individual user preference set
in the Java control panel | advanced.
I feel that is a very sane, and user empowering, decision.
I don't know of any easy way to override the user setting. Some would
consider it high handed to do so even if you could.
Although I still yearn to be able to 'suggest' that an
icon might or might not be appropriate for an app.
(habits of 'control' die hard), it seems best overall -
to leave it to the end user and be done with it.
Oh, as an aside.. I think, from the last time I checked
on this, that the default behaviour of JWS was not to
offer a desktop icon until the second/third launch of
the application. That had me confused for a while.
