I had assumed you were writing your own wrapper. Have you considered
that? The source code for java.exe (and javaw.exe) is in the Windows
JDK. You can modify that (yes, Sun grants permission for this to Java
developers for distributing their applications) and then build it with
Visual C++ or gcc. Of course, you have to know C...

That's my best suggestion.
