question about Sun Java SE TZupdater tool

Sorry for the pseudo off topic ness of this post, but it may be of interest to others in the group as well...so here goes
Is there a reason why this doesn't apply to version 6?

The US2007DST data changes were incorporated into the

Results of applying the jar file
$ sudo java -jar tzupdater.jar -f
The Java runtime doesn''t have time zone data (zi directory).
I thought there might me something odd on my system so I check the path (Ubuntu dapper)
$ echo $PATH
