Sun delivered the BDK in 1997(?), when they have added the JavaBeans API to Java. At that time there were no IDEs with any visual Bean-builder. The BDK was not meant as a full-fledged IDE, but merely as a proposal to the developers of those IDEs.
Nowadays all sophisticated IDEs have visual Bean-composing-tools built in. Hence, the BDK should be obsolete now.
