No need to invent this wheel. Examples of existing solutions, there
may be others:
net send
cpop/jpop
winpopup/linpopup
Several of the windows-specific mechanisms are also available on other
platforms through the samba suite.

As I seem to have found out net send only works if you know what users
are currently logged in and is primarily used for servers.
I would like to send the warning message to Windows XP Computers that
are attached to the domain.
Any help would be highly appreciated.
