Visa blocking network connections?

I have a new Vista Home machine. I'm having problems with both jedit
and NetBeans - in jedit, the plugin manager times out when trying to
download plugins (although it can get a list of available plugins
okay) and netbeans seems to time out when updating the list of ruby
gems.

I've added the java executables to the filewall exemption. Because
both of the programs with which I'm having problems are java apps, I'm
thinking this is a java specific issue (rather than a vista issue).

Is this a common problem? How do I fix it?
