use of application server

Hi,

Sudden a question hits me !
How do you manage (stop;start, upgrade) scaled application, in a cluster if
you dont have a application server ?

I know the use of application server for webbased applications in cluster or
load balance. We use websphere WAS here.
But if the application is not webbased, input output via mq messaging. How
do you manage that ?
Wath is a good practice ? Drop in an application server and only use the
admin console and clustering feature or are there other solutions ?
