It is not centralised. There is no more reason information would be
lost than the data itself would be lost. Links could be retired if
the corresponding data were lost.

Read up how DNS works. See http://mindprod.com/jgloss/dns.html It
would work in a similar way. It is highly redundant and requires no
central authority, other than something the equivalent of IANA to hand
out large blocks of unique numbers.
