Tomcat file ownership

I have apache running in conjunction with Tomcat 5.5.9.

I have a jsp for file upload that uses enctype="multipart/form-data"

I notice that the files uploaded appear at the sever as being owned by
"root" not good!

Does that mean root is running tomcat?

Is there a way to switch tomcat user to "nobody" (like apache) at
startup?

Thanks
.
