Well you do not need a domain name to start doing it now. I run my web site off my computer that, as I speak, am writing this response on. I also have a dynamic IP address.
I use a web site called "No-IP.com" that lets me use one of their static IP address ala Domain names you can select from. I selected "servebeer.com" and added my site name "weconsultants" to the front of it. Then resister that name to my machines dynamic IP address. They provide you with a program that you have to run on your machine. So when your dynamic IP address changes this program detects it and updates their routing tables. It runs as a service on you machine. And it is free.
You could check out the response time by going to my website (Link below). I run Tomcat behind Apache2. I switch JBoss or GlassFish in and out when I need them. And bring up PHP under Apache2.
Check it out. I have not had any problems at all.
