We were discussing banks with no physical presence. A card is a
physical presence. So is wherever it gets stamped or otherwise
manufactured, and whatever means is used to get it to the customer.
Unless this e-bank has matter teleportation technology.
And a card you get by mail-order from who knows where? How much can
you trust such a thing? Sticking it in a bank machine and entering
your PIN might automatically wire your whole balance to some Russian
Mafia operated numbered Swiss account somewhere -- joke's on you!

Even if a bank has no branches, it must have some kind of headquarters, capable of producing or causing physical cards to be produced. These cards can then be sent to the customers my snail mail.
