You are intentionally imprecise. You might mean anything by "text-
apps", where I meant those running in a genuine text video mode or
terminal, rather than in a terminal emulator or otherwise displaying a
text-oriented interface in an embedding GUI environment

But the capabilities of the display hardware/drivers aren't the same.
So while the software may always permit arbitrary unicode to be
entered, it won't be able to display it properly under some
