The Java Quick Starter button in the control panel is grayed out. Any
idea what could cause that? Java starts are very slow without it.
Are you referring to Java 6 Update 10? If so, which OS? I have it on Vista
and the Quick Starter is grayed-out as well. I also do not know why.

If you check the docs for JQS, you'll find that it is deliberately
disabled for Vista. Supposedly because Vista has its own application
startup boosting mechanisms...
