run ant error message

    I am trying to use ANT to build sun JAXP. But it says
    "Unable to locate tools.jar. Expected to find it in C:\Pr
    iator 1.3.1.9\lib\tools.jar
    Buildfile: build.xml

    BUILD FAILED
    Target `JAR' does not exist in this project."

    How can I fix it?
