cvs plus struts application

Hi all,
I can't use properly jdev 903 with cvs in a struts application

the operations are:

* import a WORKING struts apps in a winnt server repository(import the
all project folder)
* checkout the project in another workspace with same names

the original project still works, the other doesn't compile:
I can't load the struts tlds.. but they are in the same folder as the
previous project and the web.xml is the same
