Understanding ant basedir

I notice in so many examples the ant people set basedir to either "."
or "*.*".
It would seem to me it would have to be set to some absolute directory
to make any sense. What are these people up to?
Is there some way of running scripts recursively or iteratively? or
writing generic scripts?
