Micheal,
You need to install the 'WebTools Platform; All-in-one' install. I would recommend this because of all the other plugin requirements. This installs a complete Eclipse with all of the WebTools Platform plugins. Install into it's own Eclipse folder.
You may have done this already but just in case you have not. Find at http://download.eclipse.org/webtools/downloads/drops/R-0.7-200507290654/
To create a "J2EE Web Project" do the following.
From the main menu - 'File \ New \ Project \ J2EE folder\'
You can then select any one of the following J2EE Projects -
Application Client Project Connector Project Enterprise Application Project
