Utilities -> Global Options -> jEdit -> View -> Show Buffer Switcher

You don't get around much, do you? ;-)

An alternative is, of course, RTFM: Help -> jEdit Help -> Search "buffer switcher" (jEdit has an excelent help system. You should utilize it more often.)
