I remember downloading this module. I played with it and it is nice but in early stages of development. I know I still have it installed because if I click prosperities on a project. I can see the project properties option:

Java Web Start -> Enable Java Web Start

Either they stop making the module available for download or you may have inadvertently downloaded it and have not checked to see if you have it already..
