Which IDE

I'd like a cheap (or free) IDE for personal use. I'm not a professional. I
just want to write a few programs for the experience and maybe add a few
applets to my home page. Which IDE should I use?

I was thinking about JBuilder 9 Personal for $10. But I'm unsure what
Borland's plans are now that they've release JBuilder X without a personal
version.
