GNU Common Lisp help system inop

I've downloaded and installed the compiled Windows version of GNU Common
Lisp. It looks very much like the GCL that I used under UNIX except that
the help system doesn't work. (Sorry, I don't have a copy of the error
message; I tried to post it from my other computer and the post seems not to
have gone out.)
Expressions such as
(HELP 'CONS)
cause errors -- something about "dir" not found.
What am I missing? Do the help files arrive separately?
