Nope.
Copyright is automatic.
The only thing you can conclude from them having been on a web site
is that the copyright holder might have consented that people download
it for viewing (but not for passing it on). In doubt, the removal
of that website might mean the copyright holder retracted his/her
(implicit) consent for redistribution at all.
Public domain is only when the copyright holder *explicitly* revokes
his/her copyright protections (where that is legally possible, in Germany
you *can't* give up some parts of copyright at all!).
